Co-organisation du Séminaire International « From High School to University: Comparative Studies between Mexico and France »

Du 5 au 7 novembre 2018, à Toulouse

La Directrice PIPE (CIDE : Centro de Investigación y Docencia Económicas) a proposé à l’UFTMiP et à la MUFRAMEX de créer un réseau franco-mexicain de chercheurs sur les politiques éducatives et d’organiser un atelier thématique sur la transition du lycée à l’enseignement supérieur en perspective comparative. Nous avons reçu 20 chercheurs, dont six du Mexique qui ont présenté les défis posés par le passage du lycée à l’université, les ont analysés et ont proposé des solutions. Un réseau de chercheurs franco-mexicains en politique de l’éducation a été mis en place, les prochaines étapes à suivre pour le rendre opérationnel et le consolider ont été définies. Le prochain séminaire aura lieu en novembre 2019.

Philippe Raimbault

President of the Federal University of Toulouse Midi-Pyrenees

Philippe Raimbault was elected President of the Federal University of Toulouse Midi-Pyrenees on July 1, 2016. He was Director of Sciences Po Toulouse by the time, and since September 2010. Previously, he held the position of Deputy Director. He holds a Law degree (2008), a doctorate in public law, and he graduated from IEP Toulouse (1995). He taught at the University of Limoges, the IEP Toulouse, the University of Social Sciences Toulouse 1 (2003-2008), the Institute of Judicial Studies (Toulouse 1) and at the Jean-François-Champollion University Center (Albi and Rodez). Researcher attached to the Laboratory of social sciences of politics (LaSSP) of the IEP of Toulouse, he is also associate researcher at the research center on public institutions (component of the team « Theory of acts and control of public institutions – CRIP-TACIP » ) from Université Toulouse 1. He has served on numerous boards and commissions. A member appointed as a qualified personality of the Lalande College Board of Directors in Toulouse from 2007 to 2009, he was also elected member of the public law specialist commission at Toulouse 1 University (2007-2008). In charge of « continuing education » and then « four-year contract » at the IEP Toulouse, he has been a member of the board of directors since 2009. He also held the position of master reviewer for the Aeres (2008-2009). Member of the scientific council of the Europa Association (regular meetings for the administration in Europe), it is also part of the AFDA (French Association for Research in Administrative Law).

Blanca Heredia

Coordinadora General del Programa Interdisciplinario sobre Política y Prácticas Educativas (PIPE) en el CIDE

Blanca Heredia is the founder and current Director of the Interdisciplinary Program for Educational Policy and Practice (research unit that specializes in education and education policy) at CIDE (Centro de Investigación y Docencia Económicas) in Mexico City. Some of her previous full-time positions include: Deputy Under-Secretary for Political Development at the Ministry of the Interior, in charge, among others, of the Federal Government relationship with civil society organizations (2009-2011); OECD’s representative for Latin America based in Mexico (2007-2009); Vice-President and Dean of the College at the American University in Paris (2005-2006); and Provost and Professor at CIDE (1996-2004). She holds a PhD in Political Science from Columbia University and specializes on education policy and on the politics of education policy reform. Professor Heredia has numerous academic and policy-oriented publications. Among the former, her book, co-edited with Professor Ben Schneider, Reinventing Leviathan: The Politics of Administrative Reform in Developing countries. She has acted as senior consultant for, among others, the IADB, the World Bank, NORAD, and the Office of the President and the Ministry of Education in Mexico. She is a regular contributor in Mexican media and has a weekly column in the daily newspaper El Financiero.

Cécile Crespy

Cécile Crespy est professeur des universités en science politique à Sciences Po Toulouse, membre du labex SMS (Structuration des Mondes sociaux). Ses recherches portent sur le gouvernement des politiques scientifiques et universitaires. Lauréate de la campagne de sélection 2019 de l’Institut Universitaire de France, Cécile Crespy a été nommée par arrêté de la Ministre de l’Enseignement Supérieur, de la Recherche et de l’Innovation en date du 15 avril 2019, membre junior de l’IUF à compter du 1er octobre 2019, pour une durée de cinq ans.

Marisol Vázquez Cuevas

She holds a PhD and a Master in Comparative International Education with concentration in Economics of Education from Teachers College, Columbia University, as well as a BA in Political Science and International Relations from the Centro de Investigación y Docencia Económicas (CIDE). She was a research professor with a « CONACYT Chair », assigned to the CIDE and attached to the Interdisciplinary Program on Educational Policies and Practices (PIPE), of which she was also Executive Director. Her research focuses on studying the school factors’ that enable low-income students to achieve high performance on standardized tests, such as PISA or PLANEA. She specializes in program and public policy evaluations and in the quantitative and statistical analysis of databases. She has worked for the Organization for Economic Cooperation and Development (OECD) in Mexico and Paris, focusing on research related to the PISA program; she has also collaborated in public institutions such as the Secretaría de Gobernación (Ministry of the Interior) and the Secretaría de Educación Pública (Ministry of Public Education) and as consultant for private sector. She has completed several projects as an independent consultant for organizations such as the World Bank, the Inter-American Development Bank, the United States Agency for International Development (USAID), the Ministry of Public Finance of Mexico, National Institute of Education Evaluation of Mexico and Valora Consultoría, as well as several local governments.

Monica Camacho Lizárraga

Visiting Scholar, PIPE-CIDE

Dr. Camacho holds a Ph.D. in Educational Leadership and Policy Studies from the Arizona State University, and has an administrative and industrial sciences background from the Tecnológico de Monterrey and the Universidad Autónoma de Nuevo León, respectively. She received the ANUIES award for the best PhD thesis on higher education on Mexico in 2012. She has worked in, and for, education, performing academic and leadership functions in higher education institutions in Mexico and the United States. Her research interests consist on the identification and training of talent and leadership in young people, and university internationalization, among others. She recently published her book “Internationalization in higher education. Practice and study in constant evolution.”.

Annabelle Allouch

Annabelle Allouch is Associate Professor of Sociology at the University of Picardie-Jules Verne (CURAPP-ESS). Her current research focuses on the production and circulation of hierarchies and academic rankings, in a perspective inspired by both political sociology and economic sociology. She is the author of the book « La Société du concours. L’empire des classements scolaires », published at Seuil / La République des idées in 2017. She is also a member of the editorial boards of the journals Tracés and La vie des idées.

Jimena Hernandez-Fernandez

Jimena is Research Professor at the Interdisciplinary Program on Educational Policies and Practices (PIPE) of the Center for Economic Research and Teaching (CIDE). She holds a PhD in Education from the Center for International Education of the University of Sussex in England, a Master in Administration and Public Policy from CIDE and a Bachelor in Economics from the National Polytechnic Institute. She co-authored the book: « The development of school leadership in England: Possible options for Mexico » (Ingham and Hernández, in press) and co-editor of the book: « Public policies for the teaching of the English language in Latin America: Searching for Innovation and Systemic improvement in quality education « (Hernández and Rojas, 2018). Jimena has carried out research projects on educational trajectories in African countries for UNICEF Kenya (2011) and on educational trajectories and progression in Spain for Fundació Jaume Bofill in Barcelona (2013). He has participated as an external evaluator of educational programs such as: the Quality Schools Program (2009), the programs of the National Council for Educational Promotion (2009), the Scholarship Program of the State of Morelos (2016-2017) and the Core Skills Project of the British Council in Mexico (2017-2018). Amongst her research interests are: economy of education, design and evaluation of educational policy, as well as promotion of access, transition and educational progression.

Frédéric Forest

He is general inspector for the administration of education and research since 2018, attached to the French ministry of education and youth and to the ministry of higher education, research and innovation. Frédéric Forest was successively deputy head of the office of the interior and local finances, then deputy head of the office of employment and status of education, higher education and research at the budget directorate in the ministry of finances (between 2002 and 2006). He was then director of human resources and deputy secretary general of the University of Rouen (between 2006 and 2009) and appointed, in parallel, in 2008, as national rapporteur for a mission on the future of higher education staff.  Frederic Forest was head of administration of the University of Rouen (between 2009 and 2012). At the ministry of higher education and research, he was then deputy director in charge of the allocation of resources and real estate affairs (between 2012 and 2014) and then deputy director in charge of higher education funding (between 2014 and 2016) and finally deputy general director for higher education and employment. He has been acting general director for higher education and employment from April to October 2017. Frédéric Forest has a PhD in political science and is research director in psychology. He is associate researcher at the university of Paris Diderot (“CRPMS” research center). He is the author of Freud et la science published at Anthropos in 2010, of Freud, Lacan, anatomie d’un passage published at érès in 2015 and he has edited in 2012 a book about universities, Les universités en France: fonctionnement et enjeux, published at PURH.

Laurent Cosnefroy

His training and reference discipline is social psychology and cognitive psychology. He worked as guidance counselor-psychologist, trainer in the field of adaptation and school integration, psychopedagogy and psychotherapist in private practice and institution before being elected lecturer in 2002 at the IUFM de Rouen then professor in 2011 at the IFE. My main research object is deployed in three nested levels. The first of these concerns the self-regulation of learning, that is, the understanding of motivational and cognitive mechanisms that support autonomy in learning. Using this approach in order to better understand the dynamics of learning and the difficulties that students may encounter during their university studies. On this individual dimension, contextual factors are added because self-regulation processes are also influenced by the characteristics of the pedagogical devices offered to students. A second level of questioning therefore concerns the way in which variables such as face-to-face training / distance learning, individual work / group work, carrying out highly structured versus weakly structured tasks (records, memory), influence intensity and nature. self-regulation processes implemented. Finally, this raises the question of how higher education teachers could promote, through appropriate pedagogy and specific support systems, the commitment to learning and the development of self-regulation skills. This third level is part of the research field of university pedagogy.

Farkhad Alimukhamedov

Farkhad Alimukhamedov is currently enrolled as post doctoral researcher at LaSSP, IEP de Toulouse. His research is focused on various forms of mobility (study, labor, humanitarian) and on how mobile people interact with local political and social institutions. He earned his PhD from Paris Dauphine University in 2011. He held research and teaching positions in France, Kazakhstan, Italy and Turkey. Mr. Alimukhamedov was involved in internationalization and international cooperation as university institutional Erasmus coordinator (Turkey), as well as consultant for Unesco Forum on Higher Education, Research and Knowledge.

Delphine Espagno Abadie

Associate professor at Sciences Po Toulouse, I teach public law from the first year of the diploma to the fifth year. My fields of research are relatively varied but remain in the public law, the sociology of law. After the defense of a thesis, « Essai de refondation de la notion de service public en droit administratif français », I continued my work on public service, key notion of public law in France both from the angle of local authorities and hence local public services and from the angle of the large national public services (school, higher education, hospital) and the notion itself (Léon Duguit: sociology and law). Also a specialist in public service law (with A. Peneranda, The challenge of change in the public service), director of studies on the preparation center for the  the senior civil service competition, I then created and directed the Master Carrières administratives at Sciences Po Toulouse. Elected member of the National Council of Universities in section 02 (second term in progress), I am also a founding member and active member of the Mediterranean Laboratory of Public Law which brings together 200 researchers from 23 countries around the Mediterranean, also member of the Laboratoire des Sciences Sociales du Politics, of the Collective for the Unit of Law and member of the scientific committee of the Profession Cadres Public Service collection.

Philippe Lemistre

Reseacher at CEREQ and Deputy Director of CERTOP

After a doctorate in economics (PhD, Toulouse Capitole University, 2000), my research since my recruitment at CEREQ led me to work at the crossroads of economics and the sociology of education and work (HDR, UTC, 2008). I apply this multidisciplinary framework to the analysis of inequalities in study and early career paths at the CEREQ associated center in Toulouse, the CERTOP (Jean Jaurès University and CNRS) of which I am deputy director. To analyze the source of the inequalities, I use survey data mainly from CEREQ, but also from the national observatory of student life, the ministry and universities, notably in the framework of a national research group on the higher education of CEREQ that I lead. I also participate in international comparison projects (France, Germany, United Kingdom).

Rocío Grediaga Kuri
